141 Jefferson - Menlo Uptown - Greystar

The applicant, Greystar, is redeveloping the project site with 483 multi-family dwelling units and approximately 2,940 square feet of ground-floor commercial space. The project is commonly referred to as the Menlo Uptown Project and is located at 141 Jefferson Drive and 180 Constitution Drive.

The project includes multiple buildings: two seven-story multi-family residential apartment buildings, including the ground-floor commercial space in the building fronting Constitution Drive, and six for-sale townhome buildings with seven units each (a total of 42 townhomes). A publicly accessible paseo and open space areas will be located between the apartment buildings and the townhomes site. The project includes the following key components:

  • Residential: 469,046 square feet (483 units)
  • Ground-floor commercial: 2,940 square feet
  • Average height: 62.5 feet
  • Parking: 553 spaces
  • Public open space: 21,702 square feet
  • Common and private open space: 62,250 square feet

The project approvals included:

  • Certification of an environmental impact report assessing the potential project-specific environmental effects;
  • Use permit for bonus level development for increases in height, density, and intensity in exchange for community amenities and an emergency diesel generator;
  • Architectural control permit for building and site design;
  • BMR housing agreement for the provision of 73 BMR housing units affordable to a mix of very-low, low-, and moderate- income households;
  • Lot line adjustment and major subdivision; and
  • Heritage tree removal permits.

The community amenity agreement for the approved project included an urgent care center in the ground floor commercial space. In December 2023, the Planning Commission approved a revision to the project to allow Greystar to pay the community amenity in-lieu payment, instead of providing the urgent care center on site. The ground floor space will now be available to permitted commercial uses in the R-MU zoning district.

Current status

On June 21, 2021, the Planning Commission certified the Final Environmental Impact Report (Final EIR), adopted findings pursuant to California Environmental Quality Act (CEQA), adopted the Mitigation Monitoring and Reporting Program (MMRP), and approved the use permit, architectural control permit, BMR housing agreement, and community amenities operating covenant for the project. Additionally, the Planning Commission also forwarded a recommendation of approval of the major subdivision to the City Council. Appeals to the Planning Commission’s decision were received on July 6, 2021. On September 14, 2021 the City Council considered the appeals and recommendation on the major subdivision and adopted resolutions that:

  • Denied the appeals, 
  • Certified the Final EIR, adopted findings pursuant to CEQA, adopted the MMRP; 
  • Approved the use permit, architectural control permit, BMR housing agreement, and community amenities operating covenant; and 
  • Approved the major subdivision. 

These actions completed the land use entitlements and environmental process for the project. The apartment buildings are currently under construction and anticipated to be completed in spring 2024. Construction has not started on the townhomes.

Environmental review

The Final Environmental Impact Report (EIR) was released on June 11, 2021. The Final EIR for the proposed project does not identify any significant and unavoidable environmental impacts that would result from the implementation of the proposed project. The Final EIR identifies potentially significant environmental impacts that can be mitigated to a less than significant level (LTS/M) in the following categories: Air Quality and Noise. The Final EIR identifies less than significant (LTS) environmental impacts in the following categories: Population and Housing, Transportation, and Greenhouse Gas Emissions. Written comments on the Final EIR were accepted through Monday, June 21, 2021.
