Tarlton Properties has submitted an application to construct a new five-story research and development (R&D) building, approximately 131,825 square feet in size, with a surface parking lot. An approximately 2,700 square-foot open-to-the-public café would be located on the ground level of the R&D building with an entrance off of a proposed pedestrian plaza at the front of the site. The proposal would include the provision of community amenities in exchange for bonus level increases to floor area ratio and building height. The project site involves four parcels addressed as 1105, 1135 and 1165 O’Brien Dr. and 1 Casey Ct.  The site currently contains three one-story warehouse/R&D buildings that would be demolished as part of the project and an existing drainage ditch that would remain.

The following land use entitlements are applicable to the proposed project:

  • Environmental review
  • Use permit
  • Architectural control
  • Below Market Rate (BMR) in lieu payment
  • Lot merger
  • Heritage Tree Removal permit

Current status

On September 1, 2023, in accordance with CEQA, the City released a response to comments document which includes text changes to the Draft EIR, commonly known as the Final Environmental Impact Report (Final EIR)(PDF, 3MB) .

The project was scheduled for review and action by the Planning Commission on September 11, 2023, but has been continued to a future date at the applicant's request.

Environmental review

Final environment impact report

The Final Environmental Impact Report (FEIR), technical appendices and notice of availability were released Sept. 1, 2023. A hard copy is also available for review at the Menlo Park Library, 800 Alma St. and the Belle Haven Library, 410 Ivy Dr.

Draft environmental impact report

The draft environmental impact report and technical appendices were published on March 24, 2023 for a 45-day public review and comment period. The Planning Commission held a public hearing on the Draft EIR and study session on the proposed project on April 10, 2023. Notice of preparation

The environmental analysis began in summer 2021 with the release of the notice of preparation for an environmental impact report. The Planning Commission held an EIR scoping session Aug. 23, 2021.

Initial study

An initial study and notice of preparation were prepared for the project and released for a 30-day review and comment period ran from July 30, 2021, to Aug. 30, 2021. The Planning Commission held its scoping meeting Aug. 30, 2021.

Based on the initial study findings, a focused environmental impact report was prepared for topics that require further analysis, including air quality, greenhouse gas emissions, cultural and tribal resources, noise, population and housing, transportation and biologic resources. The 2017 Settlement Agreement between the City of Menlo Park and the City of East Palo Alto requires the analysis of both housing and transportation.
