Master Fee Schedule
The Master Fee Schedule outlines the fees and charges associated with services provided by each City department.
The fees are intended to recover the cost of services provided to residents and are guided by the City Council’s User Fee Cost Recovery Policy, most recently revised on August 23, 2022. The policy recognizes that not all services should recover costs at the same level. Services that provide a broad public benefit are generally more subsidized, while services that primarily benefit specific individuals or businesses are expected to recover a greater share of their costs. When fees do not fully recover the cost of providing a service, the remaining cost must be subsidized by other City resources, which can reduce funding available for critical community priorities such as public safety, public works, recreation, and library programs.
The City completed a comprehensive cost of services study with the assistance of a consultant, which resulted in City Council approval of the updated Master Fee Schedule on April 28, 2026. The updated schedule includes several significant changes, including the addition of new fees, adjustments to existing fees to better align with the actual cost of providing services, and the elimination of certain fees. Interested individuals can review the updated Master Fee Schedule ahead of its July 1, 2026, effective date.
One notable new fee is the payment card processing fee. Whenever supported by the point-of-sale system or payment processing terminal, credit and debit card processing fees will be passed through directly to the cardholder. In situations where direct passthrough is not supported, a 2.5% convenience fee will be applied to credit card payments only.
Proposition 26 review and compliance
In November 2010, California voters approved Proposition 26, which amended Article’s XIIIA and XIIIC of the state constitution regarding the adoption of fees and taxes. Proposition 26 seeks to assure that taxes, which must be approved by the voters, are not disguised as fees, which can be approved by legislative bodies, such as a city council. The Master Fee Schedule has been reviewed for compliance with Proposition 26.
