This program includes the planning, design, and construction of City street maintenance projects each fiscal year. A Pavement Management System is used to assist in the selection of streets for repair. This program enhances the City's roadway network and all projects are reviewed for multi-modal transportation improvements.

Pavement Overview 

Public Works is responsible for maintaining approximately 96 miles of roadway. To assist this effort, the City is assigned a Pavement Condition Index (PCI). The PCI evaluates streets numerically from 0 (failed) to 100 (new) as illustrated below. Menlo Park’s overall PCI is 76 (good) and ranks 21 of 110 Bay Area jurisdictions.

Current status

The 5-Year Street Maintenance Plan (Plan) provides the roadmap for maintaining the City’s streets in good condition based on PCI. Each year, staff assess the condition of the City’s streets, evaluate funding, and propose an updated 5-year plan for the maintenance of specific street segments. Current projects

2026 Slurry Seal Project

This project includes street segments that are in good condition and require a slurry seal, which is a cost-effective preventive maintenance treatment that extends the life of the asphalt. As part of this process, small, failed sections are restored and asphalt seal is applied that protects and renews the surface. The project also includes the installation of traffic calming devices and enhanced crosswalks and signage, drainage repairs, and sidewalk ramps. 

Pierce and Bay Roads / Safe Routes to School Project

This project includes a slurry seal treatment of Bay Road (from Van Buren Road to Ringwood Avenue), the resurfacing of Pierce Road (from Carlton Avenue to Terminal Avenue), intersection upgrades at Oak Knoll Lane and Oak Avenue (near Oak Knoll Elementary School) and Sharon Road and Eastridge Avenue (near La Entrada Middle School). Please refer to the project webpage for additional information.

Sand Hill Water Main Replacement Project

This project will replace approximately 4,300 linear feet of aging asphalt concrete water main with new high density polyethylene pipe. The work spans Sand Hill Road (from 2950 Sand Hill Road to Monte Rosa Drive) and Monte Rosa Drive (from Sand Hill Road to Siskiyou Drive). Middle Avenue Complete Streets Project

The project will resurface Middle Avenue from San Mateo Drive to El Camino Real. The project also includes traffic calming improvements including new signing and striping, flashing beacons, and speed humps/tables between Olive Street and El Camino Real.
