Request for a use permit and architectural control permit and below market rate (BMR) housing agreement to construct two new three-story residential buildings with a total of eight below market rate townhomes totaling 13,074 square feet and associated site improvements on a vacant standard lot in the R-3 (Apartment) zoning district. All of the units would be for sale and available to households making a maximum of 80% area median income. The application is being submitted subject to the State Density Bonus Law, Government Code Section 65915 and relevant amendments, which permits exceptions to the City's Zoning Ordinance requirements. The applicant is requesting waivers from development standards to increase the maximum floor area ratio (FAR), and paving area for driveways and parking, reduce the required front and rear setbacks and reducing the separation distance between buildings, reduce the required number of parking.
The application will require review and action by the Planning Commission at a scheduled public meeting. The date of the public meeting has not yet been determined. Once the proposal is scheduled for a specific meeting date, a second notice will be posted with specific information on the meeting date, time and place. The second notice will also be mailed 15 days before the meeting date.

City staff has not completed review of the plans and site information as of the date of this notice. As a result of City staff review and public comment, the preliminary plans may be revised before any public meeting on this proposal. If you are interested in viewing revised project plans, they will be available for review one week before the Planning Commission meeting, which will be advertised in the public hearing notice, and attached to the staff report which will be available online on the Thursday before the meeting.
