Program updates

The California State Budget Act of 2022 (Assembly Bill 179) appropriated $4.5 million to the City of Menlo Park through the California Energy Commission (CEC) to implement a communitywide electrification program. The City must reach the midway spending point of the grant by December 31, 2026, with all funds required to be fully expended by December 31, 2028. The City is prioritizing program implementation and outreach to meet these milestones and maximize community participation.

The Home Upgrade Services program, administered by Peninsula Clean Energy (PCE), launched in 2024 in the Belle Haven neighborhood and has since expanded citywide to serve both homeowners and renters. The program now includes multiple components delivered in partnership with local organizations, including the Electrification Bundle Program for Renters administered by the Belle Haven Community Development Fund (BHCDF), and an upcoming electric vehicle (EV) rebate and e-bike voucher program to be administered by Acterra.

Going forward the City will provide monthly program updates on this webpage in place of formal staff reports. View the most recent City Council staff report here

Why electric?

Building energy use from natural gas (primarily to heat spaces and water) is responsible for approximately 43% of our communitywide emissions. By using electric equipment and appliances to heat/cool our spaces, heat water, dry clothes, cook or perform other daily tasks, we are replacing natural gas (fossil fuel) with electricity. Since Peninsula Clean Energy provides Menlo Park residents with greenhouse gas free electricity, switching from natural gas to electricity not only improves indoor air quality and reduces the fire risks associated with burning fossil fuels, it also reduces our community’s emissions.

Nearly all building equipment and appliances can be replaced with modern, energy efficient, all-electric alternatives. New electric equipment, such as heat pumps and induction cooktops, are cleaner, safer, and higher performing than their natural gas (fossil fuel) counterparts. Replacing natural gas appliances and equipment in our homes and businesses will be key to achieving Menlo Park’s carbon neutral goal by 2030
