Through the Below Market Rate (BMR) housing program, the city funds the development of new affordable housing units, manages a portfolio of BMR ownership units and works with property owners to advertise available BMR rental units.

Menlo Park contracts with HouseKeys to manage our BMR rental and ownership housing interest lists. HouseKeys also services existing purchase assistance loans, emergency repair loans, community development block grants and rehabilitation loans that had been granted prior to 2012.

The Below Market Rate Housing Program is intended to increase the supply of affordable housing in Menlo Park. As part of the program, residential and commercial / industrial developers who build in Menlo Park are required to contribute BMR housing units and/or BMR housing in-lieu fees.
Below Market Rate units can be available for rent or purchase. BMR sale and rent prices are based on what is affordable to eligible households. BMR units remain affordable over time to provide financial stability for various income levels and household sizes.

These programs are not for those who simply want to remodel their home—these programs are for people who need them to help obtain and/or maintain safe and sanitary housing for themselves and their families.
