Greystar proposes a modification to the 2021-approved Menlo Portal project at 115 Independence Drive and 104 and 110 Constitution Drive. The Menlo Portal project included a 335-unit multifamily apartment building (constructed and named “Vasara”) and approximately 35,000 square feet of commercial office space (not constructed). The proposed project, named “104 Constitution Drive Apartments,” would replace the office component of the Menlo Portal project with a 142-unit multifamily apartment building. The proposed “Alternative Project” requests architectural control permit, use permit, and below market rate (BMR) housing agreement revisions to the approved Menlo Portal project. The proposed 104 Constitution Drive Apartments include:

• Total dwelling units: 142
• Total gross floor area: 152,887 sq. ft.
• Building height: 83’-4” (8 stories)
• Parking spaces: 136

On Aug. 28, 2026, Greystar submitted the “Alternative Project” development application for City review. On Sept. 25, 2026, the City deemed the application incomplete due to required items missing from the application. The applicant has the opportunity to respond to the City’s determination
