Willow Road Pedestrian and Bicycle Safety project

This project is designing and implementing pedestrian and bicycle improvements on Willow Road (State Route 114) between Bayfront Expressway and O'Keefe Street. The project includes:

  • Enhanced pedestrian crossings
  • New pedestrian crossings at O'Brien Drive and Bay Road
  • Class IV bikeways from Bayfront Expressway to Chester Street on both sides of the street
  • Westbound Class IV bikeway from Chester Street to Durham Street
  • Eastbound Class II bike lanes from O'Keefe Street to Chester Street
  • Improved access to 101 ramps

The project is funded in part by a grant from the San Mateo County Transportation Authority Measure A & W Highway Program.

Current status

The project was identified as a Tier 1 priority in the City's Transportation Master Plan, Caltrans District 4 Bike Plan, and the City and County Association of Governments (C/CAG) of San Mateo County Bicycle and Pedestrian Plan. The City in consultation with the TA, Caltrans and a consultant team is in the process of completing the project approval and environmental document phase of the project. On the April 9, 2025 Complete Streets Commission meeting(PDF, 6MB), the project team presented(PDF, 4MB) the project to the Complete Streets Commission.

 

Related projects

Willow Road between Bayfront Expressway and U.S. 101 is State Route 114. Caltrans repave Willow Road in late 2022 and early 2023. At the City's request, Caltrans to added high visibility pedestrian crossings and added buffers to existing bicycle lanes. Caltrans also upgraded the curb ramps and installed leading pedestrian intervals at all intersections.
