Existing building electrification permit requirements

Electrification, or converting building equipment from using natural gas to electric can be an effective way to reduce greenhouse gas emissions and harmful health effects from natural gas appliances while improving air quality. 

Permit fee waiver/credit program and incentives

Existing building electrification projects are eligible to receive waived permit fees or credits depending on the scope of the project. If a permit’s scope involves only converting natural gas equipment to electric, Menlo Park permit fees are eligible for a waiver except for state permitting fees that are minimal. If a permit’s scope includes other elements, such as a kitchen remodel, in addition to building electrification elements, a $250 or $500 credit may be applied depending on the amount of heating equipment being converted to electric. Applications are reviewed automatically for eligibility using the city’s online permitting system questionnaire and review of the project scope.  

There are also rebate and incentive programs available to assist with funding electrification projects and resources to help get started with an energy audit and find qualified contractors in the area who can perform the work. Permit requirements by project type  

Most electrification projects require a standard building permit application (BLD), as they propose to change the fuel source for appliances and do not qualify for a limited permit (LPC) reserved for simple like-for-like replacements. Please review the steps and sections below to determine what application items will be required for your project, and the online services page for information about how to register for an account and submit the application using the online permit portal.

Steps to apply for an electrification permit:

  1. Determine all parts of the project that will make up the scope of work  
  2. Identify required documents for each part of the project by reviewing the tabs below. Some items can be bundled and others will require separate permits, as described in each section below. 
  3. Prepare required documents to address the specific requirements listed in the sections below. 
  4. (Optional) Consult Building Division staff to review the scope of work and confirm the correct materials have been prepared. Please note, additional comments may follow during the detailed building permit application review.
  5. Follow instructions on the online services page to create an online account and submit the application.

Required items Notes
Permit type (LPC or BLD) Standard building permits (BLD) are required for water heater replacement projects proposing to switch fuel types. This requires the submittal of a building permit pre-application (BPA) that will only be converted to a building permit if the required materials have been provided. Project documents
Electrical load calcs Load calculations are required for homes with a smaller electrical panel (<200 amp). Load calculations are not required if house panel is minimum 200 amp.
Product specification sheet All manufacturer’s specifications must be provided with the application and followed in plans and installation.

Load shifting controls industry listing Load shifting controls must have an industry certification listing (for example UL, ASTM, CE, etc.).
Always required in the plan set
Project information Project information (contact, address, square footage, scope of work, applicable building codes, sheet index) is required to be provided on the first sheet in the plan set for all projects. 
Floor plans Floor plans showing the existing and proposed layout in the area of work are required for all projects. If the equipment is proposed inside the garage, include the garage dimensions. Per the Zoning Ordinance (Section 16.04.320) a garage or carport requires a minimum10 ft. by 20 ft. clear space with no allowable intrusions (20 ft. by 20 ft. for a two-car garage). Contact the planning division for more information about the required clear space in garages/carports.
Sometimes required in a plan set
Site plan  A site plan showing the location of home, street, meter, equipment and area of work is required if there is an exterior component to the heat pump located outside and/or on the roof. 

 

A note must be included on the plan confirming noise-generating equipment proposed outside the home (e.g. heat pump compressor) will not exceed 50dB at the nearest residential property line during nighttime hours, 60 dB during the day. Roof plan Required if equipment is proposed on the roof. Equipment proposed on the roof must be screened from view at horizontal eye level and shall exceed 50 dB at 50 ft. See requirements in 16.08.095 for details. Roof plans should show the slope and all roof features (e.g. all vents, skylights, solar panels, etc.)
