Comprehensive planning

General Plan

The General Plan is a legal document, required by state law, which serves as the city's "constitution" for development and the use of its land.

Housing Element

The housing element is one of seven state-mandated elements of the city’s General Plan. Housing element law requires local governments to adequately plan to meet their existing and projected housing needs including their share of the regional housing need.

Environmental Justice (EJ) Element

Environmental justice (EJ) means that everyone should have equal protection and advantages when it comes to the environment around them. It also means that people should be meaningfully involved in the decisions that affect their community. Menlo Park's first General Plan Environmental Justice Element was adopted in September 2024.

El Camino Real and Downtown Specific Plan

The City Council adopted the Specific Plan in 2012. Amendments to the Specific Plan were made in 2014, 2018, 2021, and 2024.

Development on downtown parking lots

The City of Menlo Park is exploring the development of affordable housing on City-owned downtown parking lots.
