Draft EIR released for the proposed Willow Village master plan project

The city published the proposed Willow Village master plan project draft environmental impact report Friday, April 8, 2022. A paper copy is available for review in the Menlo Park Library at 800 Alma St., and at the Belle Haven Branch Library at 413 Ivy Drive. Interested parties should request the report at the library information desk.

Key components of the master plan include:

  • Campus district including 1.6 million square feet of office and accessory uses
  • Up to 200,000 square feet of retail/non office commercial uses, including a grocery store, pharmacy services, entertainment and restaurant uses
  • Up to 1,730 multifamily housing units, including 308 below market rate units (260 inclusionary units or 15%, plus 48 units per the city’s commercial linkage fee/unit equivalency requirement)
  • A 193 room hotel and associated retail/dining
  • 3.5-acre publicly accessible park, a dog park, elevated linear park and additional public open space
  • 1.5-acre publicly accessible town square
  • 2-acre publicly accessible elevated park extending over Willow Road providing access at the Hamilton Avenue Parcel North (Belle Haven Shopping Center)
  • A publicly-accessible, below grade tunnel for meter intercampus trams, bicyclists and pedestrians connecting the project with the West and East campuses

Residents are encouraged to review the Draft environmental impact report and participate in the April 25, 2022, Planning Commission meeting to provide comments. The comment review period for the draft environmental impact report is open now through Monday, May 23, 2022. Written comments must be submitted no later than 5 p.m., Monday, May 23, 2022.

The proposed project would be developed using the City’s bonus level provisions for increases in density, intensity (square footage), and height, in exchange for community amenities. The draft community amenities appraisal is also available on the project page.

Following the close of the draft environmental impact report public review period May 23, 2022, staff will prepare a final environmental impact report that will include responses to all substantive comments received.
