Use Permit and Variance/Heather Young/811 Bay Road: Request for a use permit to demolish an existing church and construct two new, two-story, single-family residences on a substandard lot with regard to minimum lot width in the R-3 (Apartment) zoning district. The proposal includes a request for a variance for the new residences to encroach into the required 20-foot separation between main buildings located on adjacent lots. Request for a study session on a master plan development to comprehensively redevelop the SRI campus with a residential, office, research and development, and retail mixed-use project. The proposed project includes requests for a general plan amendment, zoning ordinance amendment, rezoning, conditional development permit (CDP), development agreement (DA), architectural control, vesting tentative map, and below market rate (BMR) housing agreement. The project would necessitate the preparation of an environmental impact report (EIR) in compliance with the California Environmental Quality Act (CEQA).
