The Planning Commission will hold a public meeting on these items via Zoom and at the City Council Chambers located at 751 Laurel St., on Dec. 5, 2022, beginning at 7 p.m. or as near as possible thereafter, at which time and place interested persons may appear and be heard thereon. The Zoom link will be available with publication of the Planning Commission agenda, on the city website at menlopark.gov/agendas, not less than 72 hours in advance of the meeting. If you challenge this item in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Menlo Park at, or before, the public hearing. Use Permit and Variance/Kelly Blythe/6 Greenwood Place:

Request for a use permit revision to a previously approved use permit to construct a new two-story residence on a substandard lot with regard to minimum lot width and area in the R-1-U (Single Family Urban Residential) zoning district. The proposed project consists of construction of a new covered patio, which would increase building coverage above the previously-approved building coverage and would be an exterior modification. The project requires a variance to exceed the maximum building coverage. Continued from the Nov. 7, 2022 regular meeting.

Use Permit/Sharmila Subramaniam/598 Hamilton Ave.:

Request for a use permit to construct a new attached accessory dwelling unit (ADU) with a front setback of one foot, six inches, where 20 feet is required, and a rear setback of three feet, where four feet is required in the R-1-U (Single Family Urban Residential) zoning district.

Use Permit and Architectural Control/Ann Cohen/605 Cambridge Ave.:

Request for a use permit and architectural control to allow comprehensive exterior modifications to an existing multi-tenant commercial building and to allow a change of use from a salon, tutoring service, and vacant suite to a yoga and wellness studio and a café, on a parcel with substandard parking, in the SP-ECR/D (El Camino Real/Downtown Specific Plan) zoning district. The proposal also includes a use permit request to allow outdoor seating associated with the proposed café. 

Use Permit and Architectural Control/Clark's MP, LLC/772-780 Santa Cruz Ave. and 1110 Crane St.:

Request for architectural control for exterior modifications to an existing commercial building in the SP-ECR/D (El Camino Real/Downtown Specific Plan) zoning district. The request includes modifications to the Santa Cruz Avenue, Crane Street, and Ryan’s Lane façades. The proposal also includes a request for a use permit to allow outdoor seating along the Crane Street frontage for a proposed restaurant at 772-780 Santa Cruz Ave.

Use Permit/Kyu Kim/123 Dunsmuir Way:

Request for use permit to demolish an existing single-story, single-family residence and construct a new two-story residence with an attached garage on a substandard lot with regard to minimum lot width and area in the R-1-U (Single-Family Urban Residential) zoning district. The project includes an attached accessory dwelling unit (ADU) which is exempt from discretionary review.

Vesting Tentative Map Extension/Ray Parkinson/201 El Camino Real and 612 Cambridge Ave.:

Request for a two-year extension of a vesting tentative map to merge the existing SP-ECR/D (El Camino Real/Downtown Specific Plan) lots, abandon a portion of Alto Lane, and create a two-lot subdivision for condominium purposes, with 12 residential units, one restaurant space and no more than three retail spaces on one lot in the SP-ECR/D zoning district, and two townhouses on the second lot in the R-3 (Apartment) zoning district. The request is associated with a previously approved project containing a new three-story mixed use building with a below-ground parking lot, and two detached townhouses. The Planning Commission is a recommending body to the City Council on this request, and final action will be taken by the City Council.

Modification to Conditions of Approval/Greystar/141 Jefferson Drive, 180-186 Constitution Drive:

Request from City Council to modify the approved use permit and architectural control conditions of approval for the Menlo Uptown project by removing the project-specific level of service intersection improvement at Willow Road and Bay Road (condition 2.ww.iii). The Menlo Uptown project is a development with 483 multifamily dwelling units comprised of 441 rental units and 42 for-sale condominium units and approximately 2,940 square feet of commercial space, approved by City Council Resolution No. 6661 on Sept. 14, 2021. The proposed revision would maintain existing roadway and intersection conditions and would not result in any physical environmental effects; therefore it is not considered a project under the California Environmental Quality Act and is excluded from environmental review. The Planning Commission is a recommending body to the City Council on this request, and final action will be taken by the City Council.
