The Finance Division is responsible for coordinating all incoming funds from taxes and fees, investing funds, preparation of the annual budget, overseeing public contracts. The division administers fiscal policies and practices for all purchases by city departments. Activities include accounting and reporting, accounts payable and purchasing, risk management, business licensing and investments.
The Annual Comprehensive Financial Report or "annual report" is a set of financial statements comprising the financial report of our municipal government that complies with the accounting requirements of the Governmental Accounting Standards Board.
With few exceptions, all businesses located, operating, or conducting business within the city limits are required to have a valid business license from the City of Menlo Park.
The City Manager has responsibility for management of the overall City budget and maintenance of appropriations control.

The City imposes a tax in the amount of 14% of the amount of rent paid for occupying transient lodging (hotel, Airbnb, etc.). This tax is required to be collected from guests by every person providing transient lodging in the city of Menlo Park, unless that rent qualifies for exclusion or exemption.
As part of the 2006 general election, Menlo Park voters passed a ballot measure imposing a maximum 3.5% tax on gas, electrical, and water usage, and a maximum 2.5% tax on cable, telephone, and wireless services.
