Master Fee Schedule
The Master Fee Schedule contains fees and charges attached to city services delivered by each department.
The Master Fee Schedule reports fees for services that are provided to our residents. Fees that do not recover the full cost of providing the service result in a subsidy which shift funds away from the critical, high priority needs of public safety, public works, recreation and library programming, among others.
Before a fee increase is considered, the department responsible for the service must demonstrate that the services are being provided as efficiently and effectively as possible. As a result of this critical analysis, only fees for new programs or services or fees that were not meeting the cost of providing service have been added or increased. Additionally, other fees may be lowered, deleted, or clarified to match actual fees charged for services.

Proposition 26 review and compliance
In November 2010, California voters approved Proposition 26, which amended Article’s XIIIA and XIIIC of the state constitution regarding the adoption of fees and taxes. Proposition 26 seeks to assure that taxes, which must be approved by the voters, are not disguised as fees, which can be approved by legislative bodies, such as a city council. The Master Fee Schedule has been reviewed for compliance with Proposition 26.
