68 Willow Owner, LLC has submitted an application for architectural control, use permit, below market rate housing agreement and environmental review to redevelop the 2.5-acre site located at 68 Willow Road. The proposed Project is located in the C-1 (Administrative and Professional, Restrictive) zoning district and the project site is currently developed with an existing office building which would be demolished. The proposed Project would construct eight new three-story residential townhome buildings totaling 50 housing units. The proposal includes a major subdivision to subdivide the property into 50 condominium parcels for individual sale and one common area parcel. Eight of the units would be Below Market Rate (BMR) units to comply with the City’s BMR requirements.

The proposed Project would be developed using the State Density Bonus Law, which allows for developers to ask for waivers from development standards to allow for the project to achieve the proposed density. The project includes requests for waivers from C-1 residential development standards to reduce the minimum front, left side and right side setbacks, increase the maximum floor area ratio (FAR), modify the building profile requirement, modify building projection requirements, increase the allowed percentage of stucco siding, and decrease the minimum parking stall dimensions. In addition to requested waivers, the applicant is requesting one concession to increase the maximum parking ratio for residential uses in the C-1 district. The overall proposal includes:  

  • Total dwelling units: 50
  • Total proposed gross floor area: 108,856 square feet
  • Proposed building height: Approximately 41 feet
  • Total parking spaces: 82

It is anticipated that the following city actions (e.g., agreements, permits, analyses and reviews) would be required for the proposed project:

  • Architectural control
  • Use permit
  • Below market rate housing agreement
  • Heritage tree removal permits
  • Environmental review

Current status

The City received a formal development application on August 8, 2024. On March 17, 2025, the application was deemed complete, meaning the applicant had submitted all plans and documents needed to review for consistency with applicable development standards. At this time, the project has also been deemed consistent with City standards. The Applicant’s BMR proposal and the draft BMR agreement will be reviewed by the Housing Commission on November 5, 2025. The City is also conducting environmental review in compliance with the California Environmental Quality Act (CEQA). The City anticipates conclusion of the CEQA review in December 2025.
