Officers make drug and weapons arrests

Menlo Park, Calif. — On February 18, 2022, at approximately 7:41 a.m., Menlo Park Police Officers conducted a traffic enforcement stop for a vehicle code infraction. During the contact, the driver, identified as David Stedman, a 71-year-old resident of East Palo Alto, was found to be in possession of an instrument commonly used to ingest a controlled substance and a used hypodermic syringe. The passenger, identified as Donald Green, a 67-year-old resident of Menlo Park, was found to be in possession of a large amount of heroin and cocaine base along with other indicia of sales of narcotics and use.
Officers, with the assistance of the Menlo Park Police Investigation’s unit, obtained and executed a search warrant for Green’s residence in Menlo Park. A narcotic detection canine was deployed from the Veteran’s Affairs in Livermore due to the unavailability of detection canines in San Mateo County.
Once the search warrant was executed and the residence was deemed secured, the VA narcotic detection K9 assisted during the search. A loaded 9mm semi-automatic firearm along with a loaded extra magazine, a rifle, and a compound bow were located in the residence. More indicia were found inside the residence for manufacturing cocaine base and miscellaneous cookware as well as heroin.
Two other structures were located on the property. One was being used for a grow house for marijuana and the other was being used for weighing and packaging of the dried marijuana. Approximately 20 pounds of loose and packaged dried marijuana was seized. It was later determined this evidence belonged to Richard Green, a 33-year-old resident of Menlo Park. During the execution of the search warrant he was found in a small enclosed structure smoking marijuana while with a juvenile child. R. Green was detained for 273a(a) PC-child abuse, a felony. He was later cited and released pending case review by the San Mateo County District Attorney's office. The child was put into the care of family.
Stedman was cited and released for 11364 H&S – possession of drug paraphernalia.
Donald Green was booked into San Mateo County Jail on the following charges:
- 11351 H&S - Possession of controlled substances for sales or furnishing
- 11351.5 H&S - Possession of cocaine base for sale
- 11366 H&S - Having a place to sell or furnish controlled substances
- 11352(a) H&S - Transporting controlled substances for selling or furnishing
- 11370.1(A) H&S - Possessing controlled substance in concert with possessing a firearm
- 11364 H&S- possession of drug paraphernalia
- 29800(a)(1) PC- -Felon or drug addict in illegal possession of a firearm and
- 30305(a)(1) PC- Prohibited person possessing a firearm
