Notice of Availability of Final Subsequent Environmental Impact (SEIR)

The City of Menlo Park, as the lead agency under the California Environmental Quality Act, has prepared a Final Subsequent Environmental Impact Report (SEIR) for the following application:

The City of Menlo Park has prepared a Final SEIR for the Housing Element Update. The Final SEIR will be released on Tuesday, January 3, 2023. The Final SEIR identifies significant and unavoidable impacts in the following topic areas: air quality, cultural resources, and transportation. The Final SEIR identifies potentially significant environmental impacts that can be mitigated to a less than significant level (LTS/M) in the following categories: biological resources, geology and paleontological resources, greenhouse gas emissions, hazards and hazardous materials, land use and planning, and noise and vibration. The Final SEIR identifies less than significant (LTS) environmental impacts in the following categories: aesthetics, energy, hydrology and water quality, population and housing, public services and recreation, utilities and service systems, and wildfire.

Previously, a Notice of Preparation (NOP) was released on December 23, 2021, and included a public review period through January 31, 2022, to solicit comments on the scope and content of the Draft SEIR. The Draft SEIR circulated for a 45-day comment period from November 4, 2022, to December 19, 2022, and the Planning Commission held a public hearing on the Draft SEIR at its meeting on November 14, 2022. The Final SEIR includes responses to all substantive comments received on the Draft SEIR. The Project identifies 69 potential housing opportunity sites made up of 83 parcels, plus a number of areas within the city, as candidates for housing development. It is possible that one or more of these locations are on a toxic site list pursuant to Section 65962.5 of the Government Code, but the question is not addressed in the Final SEIR. The matter is more appropriately considered if and when future development applications for specific sites are submitted.

Copies of the Final SEIR will be available on the city website at menlopark.gov/HousingElement, starting Tuesday, January 3, 2023. A hard copy will be available for review at the Menlo Park Library, 800 Alma St., and the Belle Haven Branch Library, 413 Ivy Drive, starting January 3, 2023. Interested parties should inquire at the library information desk.
