888 El Camino LLC is proposing to demolish an existing one-story commercial building and construct a new seven-story multifamily residential building with 41 for-sale units and podium parking on the ground floor. 

The City’s El Camino Real/Downtown Specific Plan allows up to 24 dwelling units at the base level density. The proposed project would provide 15 percent of the project’s base density (five units) as very-low income units, per City’s Below Market Rate (BMR) Housing Program and Guidelines. The proposed project would utilize a 50 percent state density bonus and an additional stackable state density bonus to increase the density, square footage, height of the building, and would seek concessions and waivers from the development standards. With the eligible bonuses, the proposed project would construct 41 dwelling units, including the five very-low income BMR units. The overall proposal includes: 

  • Total dwelling units:  41 (for sale) 
  • BMR units:  five very-low income units
  • Total proposed gross floor area:  59,784 square feet
  • Floor Area Ratio (FAR):  3.51
  • Proposed building height:  74.7 feet (seven stories)
  • Total parking spaces:  40 (including 38 spaces in mechanical stackers)
  • Total open space:  5,245 square feet
  • Common open space:  1,525 square feet

The following city actions (e.g., agreements, permits, analyses and reviews) would be required for the proposed project:

  • Environmental review
  • Architectural control
  • Major subdivision
  • BMR housing agreement
  • Heritage tree removal permits

Pursuant to State law, the City is limited in its availability to publicly post architectural drawings without architect permission. Members of the public may view the application materials, including architectural drawings, in person at City Hall. Appointments are encouraged to view the materials in person. Appointments with the Planning Division can be made online at menlopark.gov/appointment.

Current status

The applicant submitted a Senate Bill (SB) 330 preliminary development application on April 22, 2024. Under SB 330, the applicant has 180 days to submit a full formal development application, by October 19, 2024.
