Street resurfacing program
- Project typeStreets and sidewalks
This program includes the planning, design, and construction of City street maintenance projects each fiscal year. A Pavement Management System is used to assist in the selection of streets for repair. This program enhances the City's roadway network and all projects are reviewed for multi-modal transportation improvements.
Pavement Overview
Public Works is responsible for maintaining approximately 96 miles of roadway. To assist this effort, the City is assigned a Pavement Condition Index (PCI). The PCI evaluates streets numerically from 0 (failed) to 100 (new) as illustrated below. Menlo Park’s overall PCI is 76 (good).
Current status
Staff presented the 5-Year Street Maintenance Plan as an informational item at the December 5 City Council meeting. The Plan is a blueprint for future maintenance projects and will keep the City's overall PCI in good condition. Additional information may be found per the staff report linked below. The Plan may be adjusted each year based on demand or funding and includes annual street maintenance in addition to separate, more complex, CIP projects. A map of all proposed projects in the Plan is included per the attachment below. Please note that locations shown on this map are preliminary and subject to change.

Current projects
City-Wide Slurry Seal project
Public Works started construction of the 2024 Citywide Slurry Seal Project this summer. Slurry seal is a mixture of liquid, oil, and aggregate that is applied over existing pavement in good condition to prolong its lifespan. The project includes slurry sealing over twenty streets City-wide and construction is substantially complete.
Continental Drive Water Main and Asphalt Replacement project
The project will replace over 2,000 feet of aging water main along Continental Drive between Monte Rosa Drive and Tioga Drive. The scope of work also includes installing water meters, valves, and hydrants. Following the installation of the water infrastructure, the City will resurface this street segment. To date, the water main improvements are substantially complete and roadway resurfacing is being scheduled. Please refer to the project webpage for additional information.
Haven Avenue Streetscape project
The project will install new landscaping, sidewalks, ramps, traffic signals, paving, and signing and striping, and a pedestrian bridge along Haven Avenue from Marsh Road to the Atherton Channel. To date, the contractor has completed roadway resurfacing and signing and striping. Please refer to the project webpage for additional information.
2025 Street Resurfacing project
The project is consistent with the five-year street maintenance program and will resurface and restripe up to 14 public streets City wide. The project is in design and staff plans to solicit construction bids this winter. Please refer to the project webpage for additional information.
