Coleman-Ringwood Avenues Transportation Study

Many people travel on Coleman and Ringwood Avenues every day – to get to work, to attend school, to run errands, and to meet their daily needs. In the past, stakeholders have highlighted concerns about street safety, accessibility, and the need for improvements.

This study will review how people use both corridors and engage stakeholders to understand their transportation needs and vision for each street. 

The goal of this study is to identify a conceptual street design developed with community input and engagement for Ringwood and Coleman Avenues that improves transportation, safety, and mobility for all roadway users.

The study is intended to serve as a guide to the County of San Mateo, City of Menlo Park and their partners in implementing future street changes, if supported by the community and each jurisdiction’s leadership. This study is being led by the County of San Mateo with the City of Menlo Park as a partner.

The study will: ­­­

• Review existing transportation conditions on both corridors,
• Develop and evaluate potential street designs, and
• Recommend a preferred alternative and future actions.

At every stage of the process, community input has played a critical role in shaping the recommended improvements.

Both the City and the County have identified improvements to walking and bicycling along these corridors, including in the city's Transportation Master Plan and the County’s Unincorporated San Mateo Active Transportation Plan.

Current status

The study launched in spring 2022 and will be completed in fall 2024. An updated draft report was published on Sept. 16, 2024 on the County's Coleman and Ringwood Avenues Study project website. Included in the draft report are several options for pilot improvements within the County and City sections, which have been excerpted for ease of reference here(PDF, 10MB) . 

On Oct. 22, 2024 (staff report link) the City Council provided direction to staff to return with acceptance of the final report, move forward with improvements in the City section of Coleman Avenue including traffic calming measures, all-way stop signs at Santa Monica Avenue, and a pilot bikeway that requires removal of parking on one side. The Council also authorized the Mayor to approve and sign a letter supporting implementation of a one-way pilot on Coleman Avenue in the County section.

On Nov. 19, 2024 (staff report link), the City Council accepted the final report and adopted a resolution supporting a one-way pilot on Coleman Avenue in San Mateo County. While the City Council adopted a resolution for the support of a one-way pilot on Coleman Avenue, the County Board of Supervisors has the ultimate decision on any modifications to that segment.

Coleman Avenue Pilot project

On Oct. 22, 2024, City Council provided direction to staff to proceed with a pilot project on the city portion of Coleman Avenue. 

Based on Council’s direction, the pilot project will include:

• Removal of parking from the north side of Coleman Avenue to facilitate bicycle improvements within the city portion
• Implementation of a bike lane westbound (towards Ringwood Avenue) and a shared lane eastbound (towards Willow Road)
• Implementation of stop signs on Coleman Avenue at Santa Monica Avenue to provide clear right of way designation for those crossing Coleman Avenue to access nearby bus stop
• Implementation of traffic calming measures on Coleman Avenue to reduce speeds of people driving
