The Sobrato Organization is proposing to redevelop the project site with approximately 116 for-sale townhomes and a 316 unit multi-family rental building with an approximately 2,000-square-foot commercial space located on the ground floor (a total of 432 dwelling units total) on a 8.15 acre site located at 119-127 Independence Drive, 1205 Chrysler Dr. and 130 Constitution Dr. The approved project utilized the City’s bonus level development allowance for increases in density, intensity, and height in exchange for community amenities. Additionally, the approved project included a vesting tentative map to create ownership townhome units.

The overall proposal would be comprised of:

  • 432 dwelling units (116 for-sale townhomes and 316 multi-family rental units)
  • Average height of 58.2 feet and maximum height of 67 feet
  • 66 below market rate (BMR) housing units (15% of the total 432 units) for low-income households, including 18 for-sale townhome BMR units
  • 8 additional for-rent BMR housing units, for low-income households, as the project’s community amenity
  • Approximately 3.1 acres of open space, including approximately 1.1 acres of publicly accessible open space

Current status

In fall 2024, the applicant submitted demolition permits to demolish four of the existing buildings and rough grading permits to prepare the site for future construction.

Previously, on August 28, 2023, the Planning Commission certified the project Environmental Impact Report (EIR), adopted findings required per California Environmental Quality Act (CEQA), adopted the Mitigation Monitoring and Reporting Program (MMRP), and approved the use permit and architectural control permits for the project. On September 26, 2023 meeting, the City Council reviewed and approved the Below Market Rate (BMR) housing agreements and vesting tentative map.
