On May 15, 2025, three Menlo Park residents filed a notice of intent to circulate an initiative petition regarding the downtown parking plazas. The initiative seeks to submit to the voters a measure which would prohibit the City from taking any of the following actions, without first obtaining voter approval, if such action would diminish the availability, access or convenience of public parking for downtown customers, workers and visitors: a) disposing, selling, trading, leasing, donating or otherwise conveying all or any portion of a parking plaza; b) designating a parking plaza as “surplus” or “exempt surplus” land pursuant to the Surplus Land Act; c) modifying, altering or constructing any improvements on the parking plazas; or d) changing the use of a parking plaza.
On April 14, 2025, Save Downtown Menlo, an unincorporated organization, sued the City in the San Mateo County Superior Court making various allegations including, among others: a) a condition precedent to the City’s lease of any parking plazas is that 51% of assessment district owners must first sign a petition consenting to such lease; b) the City is prohibited from entering into or negotiating an exclusive negotiating agreement until it determines the parking plazas are surplus or exempt surplus; and c) the City has failed to demonstrate to the public that it has complied with CEQA because CEQA compliance is required prior to disposition of public property.
On March 31, 2025, the City received seven responses to the RFQ for development Parking Plazas 1, 2 and/or 3 from the following entities:
On Jan. 29, 2025, the City released a RFQ for development on Parking Plazas 1, 2 and/or 3. Developer responses were due March 31, 2025 by 5:30 p.m.
On Jan. 14, 2025, the City Council continued its review of the draft resolution declaring Parking Plazas 1, 2, and 3 as exempt surplus land and the draft RFQ from the Nov. 19, 2024 City Council meeting. The City Council directed staff to modify the draft RFQ to request a description of development phasing to ensure availability of sufficient parking during the construction process, and release the finalized RFQ. The City Council deferred action on the exempt surplus land resolution until more information becomes available in the process of exploring development on the sites.
On Dec. 12, 2024, a postcard was mailed to addresses citywide with information about the project, the Jan. 14, 2025 City Council meeting, and a link to the project webpage.
On Dec. 11, 2024, the City partnered with Chamber San Mateo County to host a virtual meeting focused on downtown development on Parking Plazas 1, 2 and 3. The meeting provided information about the Housing Element site selection process and the draft RFQ, with opportunities for attendees to complete polling questions, ask questions and provide feedback. Staff is developing additional FAQs to address questions and comments that resulted from the meeting.
On Nov. 19, 2024, the City Council reviewed the draft resolution declaring Parking Plazas 1, 2, and 3 as exempt surplus land and the draft request for qualifications (RFQ). The City Council directed staff to perform additional community outreach and continued the item to Jan. 14, 2025.
On Nov. 14, 2024, the City hosted an informational meeting for downtown business and property owners to provide an overview of the project and receive feedback. Over 40 attendees participated.
On Aug. 27, 2024, the City Council held a study session and staff received feedback to prepare a request for qualifications (RFQ) document to solicit interest from affordable housing developers for the redevelopment of Parking Plazas 1, 2 and/or 3. The RFQ is anticipated to be released with the goal of identifying qualified developers to construct affordable housing and replacement public parking on one or more of the selected City-owned downtown parking lots.

2023 - Conduct feasibility study (Complete)
2024 - Issue request for proposals for affordable housing development
2025 - Complete development entitlements
2027 - Seek to complete development of 345 or more affordable housing units
